RESOURCE CONSERVATION DISTRICT MINUTES OF REGULAR MEETING JUNE 17, 2004 Meeting called to order: 7:11 pm Present at roll call: Directors Cannon, Port, and new Director Lola Blevins. Also Bob Long , NRCS. Absent: Jerauld, Peters Approval of Agenda: Port moved to amend the agenda by adding item 10, Irrigation Waiver, for discussion only and to approve the agenda as amended. Blevins second. All ayes. Oral Communications: None Emergency Items: None Consent Agenda: Warrants: none. Approval of minutes: The minutes were not available. Correspondence: County reported a balance of $6156.90. Cannon and Blevins to meet with Joe Lowe to review budget and spending procedures. Received a letter from Tina Lunt, Cosumnes River Watershed Coordinator, announcing that the DOC grant funding the Coordinator position has been fully executed allowing work to begin for a three year period and encouraging Amador RCD involvement in watershed projects. The Board requested more information at the next meeting from Frank Jerauld, who has been working with the Cosumnes River Task Force. Insurance policy received and filed. Miscellaneous Matters: 1. Lola Blevins has been appointed by the Board of Supervisors to the RCD Board of Directors. 2. Dick Mangum Memorial Scholarship. Steve Cannon made the Scholarship award to Sara Lowry of Amador High School at their awards night. Marjorie Mangum assisted Steve and made a donation of $100 to the Scholarship fund. Steve received letters from Sara Lowry and Marjorie Mangum thanking the ACRCD for the Scholarship. Cannon will ask Joe Lowe to set up a separate Scholarship fund in our account with the County. 3. Fundraising. The Board discussed sales of tree seedlings and fundraising letters. 4. Change of meeting time. Tabled. 5. Website. Lola Blevins has been developing a website for the ACRCD and showed the Board her progress. The Board made suggestions for website material and some changes in format. 7. Sutter Creek Riparian Habitat Restoration Project. No new information. 8. Agricultural Building Exemption Project. Cannon presented a proposal for the ACRCD to approach the Farm Bureau about attempting to create an Agricultural Building Ordinance . He noted that several other counties have these ordinances. Motion: Director Cannon is authorized to approach the Farm Bureau on behalf of the ACRCD to discuss creating an Agricultural Building Ordinance. Port, Blevins, passed unanimously. 9. NRCS Report. Bob Long reported that NRCS was not allowed access to the Howard properties to consult with a Pennsylvania firm on mining reclamation. NRCS has hired an Agricultural Engineer for the Tuolomne-El Dorado four county region. Diana Waller is attending a training course for new employees June 14th to 18th. Work is proceeding on the EQIP program. Plans must be submitted by June 30. Additional funding has been requested for Amador County. NRCS has received between 10 and 13 applications for available funding of $175,000-215,000 for each county ( Amador, Calaveras, Tuolomne). Additional office space is being sought at the RC&D location for NRCS employees. 10. Irrigation Waiver. Port reported that he has attended meetings of the Amador-South Sacramento sub-watershed of the Sacramento Valley Water Quality Coalition and the Jackson Valley Irrigation District. Several irrigators and Mike Boitano have called a meeting for Tuesday, June 22 for Amador County irrigators to discuss their options in dealing with the Coalition. The ARCD may be requested to administer the program in Amador County. 11. Meeting adjourned |
