AMADOR RESOURCE CONSERVATION DISTRICT
MINUTES OF REGULAR MEETING
July 15, 2004

Meeting called to order: 7:11 pm
Present at roll call: Directors Cannon, Jerauld, Peters, Port, Blevins Approval of Agenda: Port moved to amend the agenda to move Item 10 to the top of the agenda and approve as amended, Peters second, all ayes.
Oral Communications: None Emergency Items: None Consent Agenda:
A. Itemized warrants and petty cash expenditures. Peters moved to approve a warrant for a check in the amount of $500 to Sara Lowry, the recipient of the Dick Mangum Memorial Scholarship. Cannon reported that he has received evidence of her enrollment at CSU Humboldt. Port second, all ayes.
B. Approval of minutes: Jerauld moved to approve minutes of May 20, 2004 as presented. Port second. All ayes. June minutes tabled to next meeting. Correspondence: Robin Peters announced that he will be submitting a letter of resignation to the Board .

Miscellaneous Matters:
1. Cannon reported that he had met with Becky Podesta at the County Auditor’s office and received clarification of the County’s reporting system. Current balance is $12,026.37.
2. Cannon reported on a meeting he had with Jan Price at the County elections office. He received clarification of the bill the ARCD received to cover our share of election costs. Dan Port volunteered to write a letter to the elections office stating that we do not believe we should share in election costs since our Directors are not elected.
3. Port moved that the ARCD apply for a voting membership in the Central Sierra Resource Conservation and Development Council . Peters second. Cannon, Port, and Blevins aye, Jerauld no, Peters abstained. Motion passed .
4. Change of meeting time. No action taken.
5. RCD involvement in Irrigation Waiver. Jerauld moved that Director Dan Port be authorized to continue efforts on behalf of the ARCD to inform agricultural irrigators about their options for compliance with new Regional Water Quality Control Board requirements and to encourage irrigators to join the Sacramento Valley Water Quality Coalition. Blevins second. All ayes.
Jerauld moved that The Board of Directors of the Amador County Resources Conservation District request the Sacramento Valley Water Quality Coalition to designate the ARCD as the local administrator of the Coalition in Amador County. Blevins second. Cannon, Blevins, Jerauld, Port aye. Peters abstained. Motion passed.
6. Farm Tour. Cannon met with Bob Long and Scott Oneto. Planning continues.
7. Website. Blevins continue to work on the website. The Board suggested adding information on the Coalition, Dick Mangum Scholarship, press releases, and Director biographies.
8. Sutter Creek Riparian Habitat Restoration Project. Cannon reported that grant funding looks promising.
9. Agricultural Building Exemption Project. Tabled to next meeting.
10. NRCS Report. Bob Long reported that newly hired engineer Mike Grinstead is on staff and will be working out of the Jackson NRCS office. A Water Quality Management Workshop for Rangeland will be held in Tuolomne County. Contracts are being submitted for the EQIP program.
