RESOURCE CONSERVATION DISTRICT MINUTES OF SPECIAL MEETING FEBRUARY 26, 2004 Meeting called to order: 7pm Present at roll call: Directors Cannon, Peters, Port. Absent-Jerauld. Also Bob Long , Maureen Funk. Approval of Agenda: Port moved to approve, Peters. All ayes. Oral Communications: Maureen Funk, representing the Main Street Theatre Works, described their intention to build an amphitheatre at the Kennedy Mine property and requested assistance from the RCD in designing a pedestrian bridge at the site. After discussion it was decided to place this item on the March agenda. Consent Agenda: Warrants: none. We do not currently have a treasurer. The budget was discussed. Cannon reported that we have about $5,000 in the bank and that the supervisors provide us with $2000 per year. Approval of minutes: Not available Miscellaneous Matters: 1. Director Vacancy. Cannon reported that interest in the vacant director position has been expressed by Lola Blevins who will attend the next meeting. 2. High School Scholarship. Cannon presented a proposal to establish a scholarship for graduating seniors in Amador County intending to study natural resource conservation. Finances of the RCD were discussed. Peters moved that a scholarship be approved for $500 to be granted to a senior from any of the three Amador County high schools intending to study natural resource science or a related field. The scholarship shall be reviewed annually by the Directors. An essay shall be required of no more than 500 words on the topic of “What resource conservation issues confront Amador County today?”, a grade point average of either 3.00 or 3.50 shall be required and Director Cannon shall be authorized to establish the specific provisions of the scholarship in consultation with school counselors. Proof of enrollment in a two or four year college shall be required to receive the scholarship. The scholarship shall be named in honor of Dick Mangum. Port second. All ayes. 3. Potential RCD Projects. Cannon reported on community forests. A 28,000 acre property was acquired by a non-profit on the north coast. There appears to be public land that is not being managed that could become a community forest. Cannon will continue to look into the possibilities. Bob Long reported on the costs of doing the farm tour. The Board discussed possible stops for the tour. Bob Long will look into costs and report at the next meeting 4. NRCS Report.
