AMADOR RESOURCE CONSERVATION DISTRICT
MINUTES OF REGULAR MEETING
August 19, 2004

Meeting called to order: 7:19 pm
Present at roll call: Directors Blevins, Cannon, Jerauld, Port.
Approval of Agenda: Port moved to add approval of June minutes to the agenda and approve as amended. Blevins second. All ayes.
Oral Communications: None Emergency Items: None Consent Agenda:
A. Warrants: None.
B. Minutes: Port moved to approve July minutes, Blevins second, all ayes. Port moved to approve June minutes, Blevins second, Blevins, Cannon, Port aye, Jerauld abstain.
Correspondence: Received a letter from our auditor soliciting a contract to do the 2003-4 audit. Audits must be done every two years. Cannon to check on date of last audit. Received notice on rules for public officials to volunteer for RC&D Earth Team. Bob Long will get further clarification. Jerauld noted that many grant opportunities have been received and requested that a planning session be put on the next agenda.
Miscellaneous Matters:
1. Director Vacancy. Port volunteered to prepare a questionnaire for director candidates.
2. Letter to Elections Department. Tabled.
3. Amador Fire Safe Council Fire Safe Plan. Jerauld moved that ARCD send a letter supporting the AFSC Fire Safe Plan. Port second, all ayes.
4. Resource Conservation and Development Council representatives. Port moved that Blevins be designated ARCD representative and Cannon be designated alternate to the RC&D Board. Blevins second, all ayes.
5. Farm Tour. Cannon reported that the Farm Bureau supports the Farm Tour and will make a contribution to offset the costs. Jerauld objected to using tax dollars on food and wine for tour participants. Cannon and Long will report at next meeting.
6. RCD Website. Blevins reported on website progress .
7. Sierra Nevada Conservancy. Port reported that Assemblymen Laird and Leslie have reached agreement on a Conservancy Bill and that it is likely to pass. Port agreed to send Board members more information on the language of the compromise Bill.
8. Ag Building Exemption Project. Cannon reported that Farm Bureau supports the concept and he is continuing to work on a proposal.
9. Irrigated Lands Waiver.
a. Jerauld moved and Blevins seconded that the following irrigators be appointed to the ARCD Irrigators Advisory Committee: Robert Allen, Ken Deaver, Cecil Felkins, Jeffrey Gibson, Ann Kraemer, Carol Laubach, Carole Marz, Michael Spinetta, Lannie Staniford, Kevin Steward, Art Toy, and Joe Weinberger. All ayes.
b. Port reported that the Irrigators Advisory Committee had reached consensus in their meeting of August 3, 2004 that Amador County should remain in the South Sacramento-Amador sub-watershed and that our monitoring plan should only obligate the sub-watershed to monitor one site. Jerauld moved that the ARCD approve the recommendations of the Advisory Committee. Blevins second, all ayes.
c. Port reported on progress in creating an MOU among the Amador, Florin, Lower Cosumnes, and Sloughhouse RCDs . Jerauld stated that the relationship among the Regional Water Quality Control Board, the Sacramento Valley Water Quality Coalition, and the RCDs needs to be clarified before an MOU should be approved. He also emphasized that an MOU should be approved by the County Counsel before the ARCD should approve it. Port agreed to seek clarification for the Board.
10. Resolution of thanks to Robin Peters. Cannon will draft a resolution.
11. NRCS report. Bob Long reported that he and Diana Waller participated in a Ranch Water Quality Planning Short Course in Sonora on August 10 and 11. An RCD may be forming in Tuolomne County. Mike Grinstead, Ag Engineer will be spending two days a week in El Dorado County and the remaining time in Amador, Calaveras and Tuolomne. EQIP grants have been approved. Port asked about the problem of office space for NRCS employees and Long suggested that he contact Curtis Tarver, the NRCS Area Conservationist.
