AMADOR RESOURCE CONSERVATION DISTRICT
MINUTES OF REGULAR MEETING
APRIL 15, 2004
Meeting called to order: 7:00 pm
Present at roll call: Directors Cannon, Jerauld, Peters, Port. Also Bob
Long , NRCS, and guest Lola Blevins.
Approval of Agenda: Port moved to approve, Jerauld second. All ayes.
Oral Communications: None Emergency Items: None Consent Agenda: Warrants:
none.
Approval of minutes: Peters moved to approve minutes of February 26, 2004.
Port second, all ayes. Jerauld moved to approve minutes of March 18, 2004
as corrected. Port second, all ayes.
Miscellaneous Matters:
1. Director Vacancy. The Board discussed the position with Lola Blevins.
No action.
2. Farm Tour. Cannon and Long to meet with Mike Boitano and Scott Oneto
to further discuss the farm tour.
3. Central Sierra Resource Conservation and Development Council. Port
recommended joining the Council. Discussion continued to next meeting.
Port will ask Dick McCleery and Valerie Klinefelter to attend.
4. Watershed Sub-Coalition Working Group. Port reported that there is
interest on the part of the Ag Commisioner and several farmers in creating
a sub-coalition in the Sacramento Valley Water Quality Coalition to aid
local farmers and ranchers in complying with new regulations adopted by
the Central Valley Regional Water Quality Control Board. Discussion of
RCD involvement continued to next meeting. Port will ask Mike Boitano
to attend.
5. The Board discussed Assembly bills 1788 and 2600 to create a Sierra
Nevada Conservancy. Discussion continued to next meeting. Port will send
out more information including the text of the two bills.
6. Planning project with Amador Land Trust. ALT is not ready to proceed.
7. RCD role in Watershed Councils. No action taken.
8. Newsletter items: Scholarship
Dick Mangum Resource Conservation Scholarship—selection of award.
Cannon reported that we were a little late getting the information to
the high schools and more time is needed to get applications. Continued
to next meeting.
9. NRCS Report. Bob Long reported that NRCS is hiring an engineer for
the central Sierra region. EQIP is in its second phase. 34 contracts have
been applied for in the three counties. The initial allocation for the
three counties is almost $600,000. Mining consultants met with staff to
discuss clay pits near Ione. The Bureau of Indian Affairs has requested
assistance from the Jackson Field Office to write a rangeland plan for
the Chicken Ranch Rancheria. Two landowners in Calaveras county have requested
assistance in developing habitat for red-legged frog.
10. Jerauld moved to adjourn, Port second. All ayes. Meeting adjourned
at 8:58.
